You need an explicit labelling even when you restrict yourself to ASCII
characters. Otherwise, recent versions of IE decode such documents as
UTF-7. For example, "+APw-" in
<http://schneegans.de/bugs/ie-utf-7/utf-7-test.htm> becomes "ü".
