Possible mistake regarding 4.01 Strict validation of <a> from Asbjoern Grandt on 2003-01-18 (www-validator@w3.org from January 2003)

I must admit that I haven't testet this extensively, but if I have a 
regular link, with a target, it won't validate as HTML 4.01 Strict. 
(or transitional either)
The validator returns :
"Line 30, column 54:  there is no attribute "TARGET""

Just to give one example.
