For now I have decided to copy the local file to
/var/www/html/tmp
which can be accessed through apache on this address
http://localhost/tmp/baggrund.html

The validation command looks like this
wget --verbose --tries=1 --timeout=120 
--user-agent=Mozilla/5.0 
http://localhost/w3c-validator/check?uri=http%3A%2F%2Flocalhost%2Ftmp%2Fbaggrund.html
