Problem with <FORM> in HTML 4.0 Transitional Validation

I'm trying to validate an HTML 4.0 Transitional page I've written, and I
keep getting the following error:

Below are the results of attempting to parse this document with an SGML
parser. 
* Line 13, column 13: 
	<form name="Form1" method="post" action="default.aspx"
id="Form1">
	           ^
	Error: there is no attribute "NAME" for this element (in this
HTML version) 

However, when I checked the specification for HTML 4.0 Transitional, it
clearly lists the name attribute as a validate attribute for the form
element.  Am I doing something wrong?
