Good question; this approach just evaluates people/personas/agents; it
doesn't accumulate reputation via actions.

This exploration is based on an observation that people
put "W3C certified web developer" on their resume even though
there is no such thing. I wonder if we could crowdsource
the effort to make it mean something.
