I've tried to suggest specific wording, to be helpful. 

 (a) It should be clearer that the TAG did not succeed at "success criteria". I think this could be accomplished by adding a section
"Results" after Status.

Here's a draft:

The "Success criteria" section below lists several requirements that the TAG work on this topic did not accomplish:

(1) the TAG did not "... publish analyses explaining ... " or suggest many concrete steps for resolving problems. TAG members wrote and reviewed documents, but didn't "publish" it in any way that is listed as a TAG product.
(2) the TAG only partially succeeded at "liase with the IETF and other concerned parties to resolve these issues", as there are several topics we have not explored, and we did not meet with IETF parties to effect a liaison on these topics.
(3) The TAG didn't "document the solutions ..." or "highlight areas in which unsolved problems remain".

(b) There were some side effects which I think are positive and worth mentioning. These are listed under "TAG Members assigned" but that content wasn't consistent with the original directions. I'd suggest renaming "TAG members assigned" to  "Additional Accomplishments" (or various other ways of thinking of it), or else merge it with the Results section (proposed above) and then note:

(1) " Larry Masinter is developing a broader analysis of evolution of languages, specifications, and implementations, an analysis of registries". 
Add

         An original draft was submitted, discussed, and then the work was moved to the W3C Wiki at http://www.w3.org/wiki/Evolution  for more community input before possibly bringing it back to the TAG.

(2) " Jeni Tennison is leading the analysis of concerns relating to frament ID semantics" (note typo, should be 'fragment').

This should be listed either as a separate product or note that work on this document is ongoing. I less certain how to reference this work product, suggestions?


(c)  In general, I am unhappy with the using the phrase "closing work" on a topic when the work isn't completed, and the TAG hasn't handed off to another group which has committed to complete the work.   Normally when a working group closes an issue, it takes more than just a volunteer to work on it in order to re-open the topic. 

I'm not sure what other wording to use than "closing"; how about  "deprioritizing the work"? Or rather than "closing its work" instead "closing this as a specific TAG product". If noting else, the (b.1) TAG document on fragment identifier best practices is still a deliverable, so our "work" on the topic is at least partially ongoing, even if we are delisting this.


Anyway, I hope that's helpful. Perhaps my "Results" wording can be toned down, but I don't think we should have the opportunity to deprioritize work because of mismatch between available resources and the original design goals.

On March 15th I picked up what had been Larry's:

	ACTION-636: Update product page for Mime and the Web

I have now prepared a draft of the required page at [1]. Larry: if you 
would prefer any changes, please let me know (because I need to keep the 
dated and undated versions in sync, it's probably easier for me to check in 
any needed edits).

Once Larry and the TAG signal agreement, I will proceed with my:

	ACTION-670: Update product priority list
	to mark MIMEWeb completed after final product
	page available

I will also at that time announce completion of the work in an e-mail, 
referencing the product page. Thank you.
