I've added a further comment to this bug, pointing out that
same-document references, although technically relative URIs, are
treated specially, and _do_ make sense for data: URIs. Accordingly
Adam's proposal to treat relative URIs wrt non-hierarchical bases as
an error is, I think, a mistake.
