It can consist of essentially any information that may be relevant to the case and that can assist the court in reaching the best decision. I would certainly not expect the TAG to produce a legal opinion, even if the participants happened to be qualified it is well outside your remit. Assuming that this issue is what it looks like on the surface (I cannot claim to have reviewed in-depth evidence just yet), it would seem to justify such a document. -- Robin Berjon - http://berjon.com/
