How does this relate to the TAG's offer in the following Jan 29 message:

Does this mean that the TAG failed to communicate a subsequent "change of heart" about writing a change proposal to the HTML WG?

We closed my action to draft something 4 March

Then 11 March, Larry asked somebody else to pick up the ball;
it's not clear that anyone has, as of yet.
