At our Nov meeting in Santa Clara, we pretty much polished off the binaryXML issue... http://www.w3.org/2001/tag/2009/11/06-minutes.html#item04 We actioned Noah to close the loop with the EXI WG (which he has done; cf http://www.w3.org/2001/tag/group/track/actions/328 ) but we didn't record a decision to close the issue. I don't see any reason not to. That is: I propose that the EXI spec of 19 Sep addresses TAG issue binaryXML-30. http://www.w3.org/2001/tag/group/track/issues/30 If I can get a second (and no objections) by email, that would put us in a good position to record a decision quickly at our next meeting.
