Efficient XML Interchange (EXI) LC spec addresses ISSUE-30 (binaryXML-30)?

At our Nov meeting in Santa Clara, we pretty much polished
off the binaryXML issue...

We actioned Noah to close the loop with the EXI WG (which he has done;
cf http://www.w3.org/2001/tag/group/track/actions/328 )
but we didn't record a decision to close the issue.
I don't see any reason not to.

That is: I propose that the EXI spec of 19 Sep
addresses TAG issue binaryXML-30.

If I can get a second (and no objections) by email,
that would put us in a good position to record
a decision quickly at our next meeting.
