Versioning and extensibility

Hello world,

Dave and I have had a long standing action item to draft some text on
versioning and extensibility of XML languages. We've pulled together a
draft that outlines the problem and attempts to propose some concrete
solutions.

We do not assert that it represents any sort of consensus yet, but the
initial feedback we've had has been reasonably positive.

P.S. The graphic is way to large and needs descriptive alt text. If
