I note that the Namespaces in XML 1.1 PR Draft introduces the term
"expanded name" for what I take to be the same purpose [1]. FWIW, the
SOAP Adjuncts spec did its best to anticipate this usage in at least one
place. Might it make sense to adopt the term "expanded name" across the
board to refer to {uri,local_name}?
