Deep Linking draft

Based on an action item at the last TAG telecon, I took a first cut at a 
draft of a finding on "Deep Linking".  It turned out to be *incredibly* 
tricky to write, and what came out was way too long and way too complex. 
  I look forward to someone else figuring out a way to say the same 
thing in one quarter the space.
