Well actually, if RDF did have an XML Schema then type

attribute rdf:ID{xsd:ID}

 would do fine for naked fragids, according to XPointer. Now RDF does have a
RELAXNG, which _would work_ if XPointer referenced that as well, but it
doesn't so your point stands.

This all sort of almost works, but not quite ...
