It is useful to be able to do production with the same 
tools to create a video tape without the need to broadcast it.

So do those videotapes of your family make you nefarious 
or incompetent from the perspective of your local 
television network?

At the moment, my belief is that someone 
who wants to use a namespace, but doesn't want to let people find out 
about it using the Web, is either nefarious or incompetent.   That's the 
motivation for the SHOULD.
