Tim, What about a separate public discussion list for Web architecture to which not-directly-TAG-related discussion could be nudged? There isn't another outlet for these discussions right now (except perhaps rest-discuss, but it's Yahoo Groups based, ick), so it's probably no surprise that www-tag is as busy as it is. Alternately, how about a Web Architecture IG? There doesn't seem to be any shortage of interest. Otherwise, I'd opt for your suggestions in this order; 2,1,3.
