Why can't some undefined parameters be declared to default to 1.0?
JS-implemented APIs could do that.

We don't want a different behavior between
> DOMMatrix() and DOMMatrix(undefined), nor between DOMMatrix(undefined)

The former makes sense, but the latter doesn't follow AFAICT.
