Yes, this was after an LC comment about some incompatible change in an SVGT1.2 draft (simple to find if you seach in the archive something like 'semicolon'): http://lists.w3.org/Archives/Public/www-svg/2008Nov/0049.html I think, typically the timing or the complete animation is corrupted in older viewers, if such syntax is used, depending strongly on what exactly went wrong with the noted value, therefore not clever for authors to fail here. Another problem was of course, that empty values were mainly introduced in SVGT1.2 with a defined meaning (maybe SVG 1.1.2 ist aligned to this now), therefore such problems were not very relevant with SVG 1.1.
