Assuming the 'it' is SVG 1.1SE, simply changing the reference from 2.0 to 2.1 is insufficient. As you point out below, substantial parts of CSS2 referenced by SVG are dropped from 2.1; not just the two properties, but also all descriptors and the @font-face rule for example.

Changing the reference to CSS 2.1 (Rec) and CSS3 Fonts (WD) would gate SVG 1.1 Second Edition on CSS3 Fonts moving to Proposed Recommendation. That would introduce a large delay.

However, the SVG WG is tracking the changes in CSS3 Fonts.

SVG 2 will assuredly reference CSS 2.1 and CSS3 Fonts.
