The inconsistency and backwards incompatibility to 1.1 in the SVGT 1.2 LC about the starting point of the path was already discussed, but it is not yet fixed even in the internal version. The tests indeed assume the behaviour intended for 1.0 and 1.1, what is of course useful for backwards compatibility. Therefore it is useful that you reanimated the discussion about this problem again ;o) However - the path length itself is the same and does not depend on the starting point, this gets more interesting for stroke-dasharray etc including animation of such properties.
