I think that is because it is trying to document a feature that it wants to deprecate from the first W3C specification in which it appears. Both frame and iframe are only possible if you use the transitional version of the DTDs. As such, they probably did not spend a lot of time getting it right, as they probably hoped they would not be used after about three years. (One argument I've heard as to why the features aren't described as deprecated is that you can only deprecate things that existed in previous versions.)
