They reference one another, but I don't think they're circular:
"The furthest 'svg' ancestor element that does not exit an SVG context."
and
"A document fragment where all elements within the fragment must be
subject to processing by an SVG user agent according to the rules in
this specification."
Maybe the latter could be clarified, but they don't require
circularity. They both reference the other because if you read the
definition for one it makes sense to also read the other.
