[SVGMobile12] SVGT12-163: Section 3 conformance criteria

The only normative conformance criteria I could find in chapter 3
were:

 * a statement to the effect that implementations may deviate from the
   spec, something which is explicitly redundant with the conformance
   requirements appendix, and

 * a passing statement saying that fills and strokes must act as if
   they were done to an intermediate transparent black canvas.

Please either edit this chapter so that it defines the rendering model
using testable normative conformance criteria, or mark the section as
non-normative so that it is clear that the actual rendering model is
defined elsewhere.
