There are perfectly good tools already for navigating: pan and zoom. Scrollbars are just annoying screen clutter which intrude on the content. It should be up to the SVG author to provide a map of the part to the whole for seeing where one is in a document. The answer is not to provide more and more given tools to the end user but for authors to become better at writing their own tools. Authors like Kevin Lindsey have already provided classes for familiar GUI components which people can use if they wish.
