It would be great if you provided some use cases for when horizontal
margin collapsing is needed.

There is already some discussion about adding some more control about
margin collapsing at https://github.com/w3c/csswg-drafts/issues/2839.

Also note that discussions are happening on GitHub
(https://github.com/w3c/csswg-drafts/issues/). The purpose of this
mailing list is rather to publish notes from the CSS Working Group.
