[CSSWG][css-multicol] Updated WD of CSS Multi-column Layout Level 1

The CSS WG has published an updated Working Draft of the CSS 
Multi-column Layout Module Level 1

This specification describes multi-column layouts in CSS, a style sheet 
language for the web. Using functionality described in the 
specification, content can be flowed into multiple columns with a gap 
and a rule between them.

There are only a few changes since the previous WD, however the aim is 
to transition this module to CR as soon as the review process is 
complete. Any feedback on the specification prior to the transition 
would be most welcome.
