I think the larger meta-issue (which is on css-values, rather than
specific to css-images) is
[css-values] Define crossorigin, preload and async URL modifiers

Doing so would improve css-images, also css-fonts (downloaded webfonts)
and css-color (downloaded color profiles) and in general any css spec
that needs preload, or cross-origin control, or async loading.
We have previous discussion, which does give us an extension point but
doesn't yet solve the issue:

Working on the assumption that the css-text issues this week will take
most of the hour, I have agenda+ on #1603 for next week. Although, I may
have trouble attending that one (flying to Frontend United in Amsterdam
that day).
But I think #1603 is key to a set of related issues
Amelia found two related issues and I found 3 more, plus #3659, which
would all be solved by #1603.
