[css-backgrounds] 20+ tests need correction; others need review

Hello,

At least 20 tests have significant issues (incorrect, bad linkage, not 
streamlined, can not fail, unclear target, insufficiently challenging) 
and I suspect that a bunch of others (say, 20) need thorough review. 
Now, tests with broken linkage have been reported before < 
http://lists.w3.org/Archives/Public/public-css-testsuite/2016Dec/ > and 
have not been corrected nor been identified as GitHub issues.

I am not looking or trying to blame anyone: I know we're all very busy 
and there are many CSS modules. But I am saying that CSS3 Backgrounds 
and Borders test suite coverage, at first sight, seems to me 
insufficient (for sure, §6. Border Images; some other sections too) and 
40-ish tests need to be corrected and/or reviewed.
