       1. Drop scoped styles, requires WG resolution
       2. Tag all relevant CSS2.1 tests to css-cascade-3 (and css-cascade-4)
          (Can be done with a few simple regexes against relevant sections of 2.1.)
       3. Collect tests for the new features from implementers
       4. Double-check implementation report and go to PR
