The current draft of CSS Fonts 4 has an open issue regarding the names used for the font-display descriptor, noting that "[t]hese names aren’t great. It would probably be better to use "intent" names that immediately capture the intended usage of each".[1] However, it appears that Chrome has now shipped font-display with the existing "not great" names.[2] So what's the status of this descriptor? Has Issue 4 in CSS Fonts 4 been resolved by the working group (I don't recall noticing anything in recent minutes, but may easily have missed something), or has it simply been overtaken by events?
