[css-text] status of CSS Text Level 3

There's a LCWD from October 10, 2013 on /TR. Are there plans to publish a
new draft this year?

EPUB has prefixed a few properties from this spec; right now the 3.1 draft
is pointing to a dated ED of the spec.
