A related issue is what the value of FontFace.status should be once the
timeout of a font-display: fallback (or optional) timeout has been
reached.  It probably makes sense for that to be “error”, even if the
implementation is still loading, so that it doesn’t look like the
FontFace will be usable once the load does complete.
