[css-device-adapt] New WD

I got an action item from the WG to figure out if publishing a new WG of device adaptation would be only a date bump, or if it would include significant changes.

I've been through the log, and it would indeed include fairly significant normative and editorial changes.

I've added a change section to the spec (https://drafts.csswg.org/css-device-adapt/#changes), and I think we should publish a new WD. We should have a long time ago, sorry for not being proactive on this.

Do we need a resolution in an upcoming conf call, or is the Sapporo discussion enough to request a new publication?
