I think I was too hasty in posting this morning. [And evidently I haven't learned, posting this at bed time.] I was hoping for a mechanism based on nesting rather than integers because PDF representation of the document outline is a nested structure rather than in terms of integer depth levels (which suggests greater likelihood of browsers implementing a nesting-based mechanism than an integer-based mechanism); and because I hoped that such a mechanism would one way or another tend to lead to sections visible to CSS for other purposes: I've found that being able to use selectors to access "sections" can be useful for other things, such as controlling how much spacing can be added at the end of a section for purposes of pagination or making things line up between columns or pages. However, I see too many problems from existing practice (existing implementations of the integer-based approach, existing style sheets relying on an h1..h6 view of the document, and obstacles in making h1..h6 documents visible to stylesheets in a nested form). pjrm.
