[css-break] Page progression definition

The term "page progression" is used in the description of recto and verso
values, but is not clearly defined in this spec. Is that intentional? CSS
Paged Media does define the page progression for a document, but that may
conflict with the other ways of setting the progression (for example, the
page-progression-direction in epub3).
