No, and this is where the problem is. We don't have full and completed specs for these or they are very outdated based on changes in the past decade, so there isn't anything we can sufficiently apply the agreed upon license to.

I was referring to keeping the note in the CSS3 UI spec that recommends as a 'should' implement .ico and .cur since all of the other browsers have.

Based on my statement above, there isn't anything I can extract to try and compile a normative spec that would pass our legal's expectation of a complete and thorough specification without actually doing the investigative work that we already stated we don't have a motivation to do at this time.
