They pass the spec's tests, for the features the spec defines. Those browsers wouldn't pass the Images 3 test suite (when we actually write it), which is the spec that defines background transitions. 'box-shadow' should be tested by the test suite; if not, then that's a bug in the test suite. ~TJ
