This might be where the difficulty with the ‘all’ properties lies.  If
you want to say “please reset my styles to some kind of ‘unstyled’
defaults so that they look consistent across browsers” you probably
don’t want to be resetting divs to be display:inline for example.  So
maybe there is a set of properties that the author trusts/wants the UA
style sheet to set, while others should be reset.
