[css-gcpm] Possible error in example 16

Hi,

example 16 contains:

<a href="#chapter4_sec2">000</a>

a::after { content: target-counter(attr(href url), page) }

which will result in

…which will be discussed on page 000137.

Element <a> should be empty in example or its display should be
suppressed in order to eliminate "000" from displaying.
