CSS Regions test coordinator changes

Hey there www-style & css-testsuite,
As some of you might know, for the past 7 months I've been the Test coordinator for CSS Regions. As I'm moving to a rather different set of projects, I thought it would be a good idea to have a brief overview of what these 7 months meant for CSS Regions testing in particular and the testing initiative in the W3C in general.

One year ago, Rebecca Hauck first pitched the idea of having a dedicated role for managing spec testing and test suite writing (among others) and CSS Regions was the first spec to have a test coordinator. Here's what happened since then:

*         I published the testing strategy for CSS Regions[1]. This served as an ice breaker for CSS Shapes and CSS Blending & compositing[2] - that got both test coordinators and test plans.

*         Work on the CSS Regions testsuite has started. Currently there are 162 tests merged and 112 still waiting for review - the main contributors being me and Rebecca.

*         While doing this, we refined how to use gitHub for more efficient test contribution and review (forks, pull requests & all)

*         In conjunction with contributions for Test the Web Forward, we created precedent in using gitHub issues to track tests needed for particular test suites
For many of the things above, the main "culprits" are Rebecca, Peter and Tobie. Thank you! :)

Effective now, Alan Stearns will be the new test coordinator for CSS Regions. However, I hope he will not be alone in this endeavor :)
