[geometry][cssom-view][matrix] Combining geometry interfaces in one spec

Hi CSS WG,

I would like to suggest combining all the geometry APIs that we discuss at the moment in a new, general geometry spec. In the interest of a unified web platform, I would like this spec to be part of the FXTF.

Furthermore, I suggest adding the editors from CSSOM-View and DOMMatrix to this new specification (unless they do not intend to continue the work). If someone feels that she or he can participate in editing as well, please don't hesitate to ask to edit.

I hope we can discuss this as an agenda item in the next weeks telcon as well.
