To clarify, "transforms" is the main verb in this clause, not part of a "‘full-width’ transforms" noun phrase; and "preserved" is used as a participial adjective describing those U+0020 spaces that were not removed during white space processing. But IMO it might be easier to understand if this were spelled out a little more fully, perhaps like: "Text transformation happens after white space processing, which means that ‘full-width’ only transforms U+0020 spaces to U+3000 within preserved white space."
