Well, for Presto at least (don't know about Trident, don't have it at hand  
at the moment) there's not really any extending going on. It should follow  
the current spec, where the background painting/positioning areas simply  
are as specified by 'background-clip'/'background-origin' (aside from the  
root/<body> special cases).

Yet another case is when there isn't any scrolled content because  
'overflow' is 'visible'. (Or 'hidden', but that can still be scrolled via  
scripts)
