At first glance, NORMAL is used for "default" wheel events when smooth scrolling is off and for "SCROLL_ASYNCHRONOUSELY" (sic) wheel events in all cases. What triggers such wheel events, apart from actual mouse wheels, I'm not sure. -Boris
