I think thatís inconsistent with the rest of the background-attachment values and unexpected. There are ways to implement background-clip: border-box; to work with background-attachment: local; so I don't see why to give up on it. Sure, the behavior would be somewhat weird, but same goes for the combination of many properties, yet we don't disallow it.
