The CSS WG has published a Last Call Working Draft of the CSS Text Decoration Module Level 3: http://www.w3.org/TR/css-text-decor-3/ This module is a split off the original CSS3 Text document. It defines underlining and other line-decorations, East Asian emphasis marks, and text shadows. Underlining extensions wrt CSS2.1 include finer details on the positioning of underlines, as well as controls for the underline style, color, continuity, and position.
