The following css-break issues were addressed in response to various feedback.

Added definition of 'box-decoration-break' (moved from [CSS3BG]) and defined better handling of aspect-ratio-sized images in variable-sized fragments.

Clarified fragmentation of parallel flows. 
+ Added a new sub-section in the Model section of fragmentation, http://dev.w3.org/csswg/css-break/#paraparal-flows to add examples to the existing statement about handling parallel flows.

Defined handling of overflowing content (as parallel content).
