Width of navy rectangle in that latest draft test:

400px in Firefox 15.0.1 and in Firefox 18

200px in IE8, IE9, IE10, Chrome 22.0.1229.79, Chrome 23.0.1251.2, Opera
12.0.2, Opera 12.5, Safari 6.0 and in Konqueror 4.9.2

Now, it's a matter of reading the spec (17.5.2.1 and 17.6.1) and figure
out who's right and who's wrong.
