I just looked at this test, for what it's worth.

The cells have different baseline positions (because some of them have 
line boxes and some don't) and are baseline-aligned.  See the text 
starting "To avoid ambiguous situations, the alignment of cells proceeds 
in the following order:" which can change the height of the row from the 
thing you quoted...
