Remove scoped stylesheets from html5

Following last week's discussions [1] between the whole CSS WG, HTML WG
chairs and Philippe Le Hégaret, I have filed bug 19874 [2] to drop
scoped stylesheets that are totally undefined on the CSS part and are
very unlikely to be defined in a timeframe considered reasonable wrt
html5 deadlines.
